Morocco - F-16C/D Block 50/52 Aircraft
(Source: US Defense Security Cooperation Agency; dated Dec. 18, web-posted Dec. 19, 2007)
(See note at bottom)

WASHINGTON --- The Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to Morocco of F-16C/D Block 50/52 aircraft as well as associated equipment and services.
The total value, if all options are exercised, could be as high as $2.4 billion.

-- 28 AN/ALQ-211 Advanced Integrated Defensive Electronic Warfare Suites (AIDEWS); or 28 AN/ALQ-187 Advanced Self-Protection Integrated Suites (ASPIS II); or 28 AN/ALQ-178 Self Protection Electronic Warfare Suites (SPEWS)
-- 1 Unit Level Trainer
-- Associated support equipment, software development/integration, tanker support, ferry services, CAD/PAD, repair and return, modification kits, spares and repair parts, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor technical, engineering, and logistics support services, and other related elements of logistics support.
The estimated cost is $2.4 billion.
The proposed sale will contribute to the foreign policy and national security objectives of the United States by enhancing Morocco’s capacity to support U.S. efforts in the Global War on Terrorism (GWOT), as well as supporting Morocco’s legitimate need for its own self-defense. Morocco is one of the most stable and pro-Western of the Arab states, and the U.S. remains committed to a long-term relationship with Morocco. The proposed sale will allow the Moroccan Air Force to modernize its aging fighter inventory, thereby enabling Morocco to support both its own air defense needs and coalition operations.
Morocco is a Major Non-NATO ally. Delivery of this weapon system will greatly enhance Morocco’s interoperability with the U.S. and other NATO nations, making it a more valuable partner in an increasingly important area of the world. The country will have no difficulty absorbing this new capability into its armed forces.
The proposed sale of this weapon system will not affect the basic military balance in the region.
The principal contractors will be:
-- BAE Advanced Systems Greenlawn, New York
-- Boeing Corporation Seattle, Washington
-- Boeing Integrated Defense Systems St Louis, Missouri (three locations) Long Beach, California, and San Diego, California
-- Raytheon Company Lexington, Massachusetts (two locations) Goleta, California
-- Raytheon Missile Systems Tucson, Arizona
-- Lockheed Martin Aeronautics Company Fort Worth, Texas
-- Lockheed Martin Missile and Fire Control Dallas, Texas
-- Northrop-Grumman Electro-Optical Systems Garland, Texas
-- Northrop-Grumman Electronic Systems Baltimore, Maryland
-- Pratt & Whitney United Technology Company East Hartford, Connecticut
-- General Electric Aircraft Engines Cincinnati, Ohio
-- Goodrich ISR Systems Danbury, Connecticut
-- L3 Communications Arlington, Texas
There are no known offset agreements in connection with this proposed sale.
Implementation of this proposed sale will require multiple trips to Morocco involving U.S. Government and contractor representatives for technical reviews/support, program management, and training over a period of 15 years.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law; it does not mean that the sale has been concluded.

(EDITOR’S NOTE: Contrary to earlier reports, Morocco is buying new F-16s, and not surplus US Air Force aircraft. The price it is paying is broadly comparable to that offered by France for the Rafale, giving the lie to reports that Moroccan authorities were swayed by a cut-rate offer made by the United States.
France made two offers, one for 18 Rafales for 1.8 billion euros ($2.6 billion), and one for 2.2 billion euros ($3.2 billion) for 24 aircraft. The French offers included a full weapons suite (MICA air-to-air missiles and AASM laser-guided bombs) as well as an extensive ground environment, that Morocco will have to buy separately for the F-16s.

Morocco - T-6B Texan Aircraft
(Source: US Defense Security Cooperation Agency; dated Dec. 18, web-posted Dec. 19, 2007)

WASHINGTON --- The Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to Morocco of T-6B Texan aircraft as well as associated equipment and services.
The total value, if all options are exercised, could be as high as $200 million.
The Government of Morocco has requested a possible sale of 24 T-6B Texan aircraft, Global Positioning System (GPS) with CMA-4124 GNSSA card and Embedded GPS/Inertial Navigation System (INS) spares, ferry maintenance, tanker support, aircraft ferry services, site survey, unit level trainer, spare and repair parts, support and test equipment, publications and technical documentation, personnel training and training equipment, contractor technical and logistics personnel services, and other related elements of logistics support. The estimated cost is $200 million.
This sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been and continues to be an important force for political stability and economic progress in North Africa.
The Royal Moroccan Air Force’s (RMAF) fleet of T-37 aircraft was produced in the early 1960s. The T-37s high fuel and maintenance costs, and low mission-capable rates led to the RMAF’s decision to procure new trainer aircraft. The T-6B aircraft will reduce fuel requirements by 66%. The RMAF will use these new aircraft to modernize its air force and to improve operational capability in coalition operations and exercises, and contribute to a modern air defense network for the legitimate defense of Morocco. Morocco will have no difficulty absorbing these aircraft into its armed forces.
The proposed sale of this equipment and support will not affect the basic military balance in the region.
The principal contractors will be:
--Hawker Beechcraft Corporation, Wichita, Kansas
-- Pratt & Whitney Corporation, Quebec, Canada and Bridgeport, West Virginia
-- Martin Baker, Middlesex, United Kingdom
-- Hartzel Propeller, Pique, Ohio
-- Canadian Marconi, Broken Arrow, Oklahoma
-- L-3 Vertex, Madison, Mississippi
There are no known offset agreements proposed in connection with this potential sale.

The procurement of 12 operational single place F-16C Block 52 aircraft and 6 operational two place F-16D Block 52 aircraft will be accomplished under the firm fixed price portion.

This effort supports foreign military sales to Pakistan. At this time $497,551,058 has been obligated.

312 AESF/PKA, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8615-07-C-6031-P0002).

(EDITOR’S NOTE: On June 28, 2006, the Pentagon notified Congress of the planned sale of 36 F-16 fighters to Pakistan for up to $3 billion. The above contract, notified to Lockheed on Dec. 28, covers the first 18 of these aircraft.
Separately, the US is also providing 24 surplus F-16s, which it will upgrade to MLU standard along with the 34 Block 15 aircraft already operated by Pakistani.)

Longest Flying F-16 Fighter To Be Grounded

SOUTH BURLINGTON, Vt. (AP) -- After a 25-year career, an Air National Guard veteran is ready for retirement. But it's not a case of a pilot calling it quits. After 7,000 hours in the air, the longest flying F-16 fighter jet will be grounded for good later this year. Vermont Air National Guard Lieutenant Colonel T.J. Jackman was at the controls on a recent flight, when the "Lethal Lady" turned over 7,000 hours.

He says the fighter's longevity is a tribute to the ground crews that have kept it flying. Jackman flew the "Lethal Lady" on three tours in Iraq. The plane is scheduled to be scrapped, but some are calling for it to go into a museum collection.

US to deliver 10 refurbished F-16s to Pakistan

June 4, 2008 (by Asif Shamim) - The United States Congress has notified the delivery of ten F-16s to Pakistan, which would conclude the sale of twelve refurbished F-16 aircraft, according to the Associated Press of Pakistan.
The Pakistani Air Force (PAF) will receive four F-16s later this month and four more in July from the United States as part of a batch of 12 refurbished aircraft.

Two F-16s have already been delivered to the PAF back in July of 2007 and the remaining two of the deal will come at a later date, which has yet to be specified.

Pakistan is receiving these jets because of its role as a "major non-NATO ally of the US" & as a key partner in the US war against terror. The US embargoed sales to Pakistan in 1990 over its nuclear weapons program, but President Bush has forged close relations with country and President Pervez Musharraf since the attacks of 9/11.

The Pakistani Air Force signed a separate agreement with the US in 2006 for the sale of 18 new F-16 block 52 jets and associated weapon systems. The country had originally planned to buy 36 fighters but halved its order due to financial constraints.

Мароко е избрал за своите F-16C/D двигатели Pratt & Whitney F100-PW-229.

Pratt & Whitney Selected To Power Royal Moroccan Air Force F-16s

EAST HARTFORD, Conn., June 6, 2008 – The Pratt & Whitney F100-PW-229 engine has been selected by the Royal Moroccan Air Force to power their new fleet of F-16 Block 52 aircraft. The engine program, sold through the U.S. Government’s Foreign Military Sales program, is valued at approximately $170 million and is scheduled for delivery in 2010 and 2011. Pratt & Whitney is a United Technologies Corp. (NYSE:UTX) company.

We are honored by the Royal Moroccan Air Force’s selection of Pratt & Whitney’s F100-PW-229 engine to power their F-16s,” said Bill Begert, Vice President of Business Development for Pratt & Whitney. “We look forward to a long and successful relationship.”

The F100-PW-229 engine offers the Royal Moroccan Air Force a lower total cost of ownership and an outstanding record of safety. Incorporating the latest technologies, this propulsion system provides advanced, dependable power for F-16 fighter aircraft around the world. To date, the F100-PW-229 powered aircraft fleet has logged more than 963,000 flight hours in more than 16 years of operational service.

The Royal Moroccan Air Force becomes the 22nd international customer to select the F100 engine family. F100 engines power F-16 aircraft utilized throughout region in Belgium, Denmark, Egypt, Greece, Israel, Italy, the Netherlands, Norway, Poland and Portugal.

The F100-PW-229 is the latest evolution of the F100 family of fighter aircraft engines.Incorporation of the F100-PW-229 Engine Enhancement Package (EEP) — successfully demonstrated in 2004 — will lead to the objective of increasing the engine depot inspection interval from seven years to ten years. In addition, the EEP configuration will provide up to a 30 percent life cycle cost reduction over the life the engine. The EEP will also offer significant safety benefits; reducing the predicted in-flight shutdown rate by up to 25 percent. The F100-PW-229 engine is the only fighter engine funded and qualified by the U.S. Air Force to the 6000 cycle capability.

Турция ще модернизира пакистанските F-16A/B block 15 до стандарт близък до block 40.

Turkey to upgrade Pakistani F-16s as US sanctions ease

Parallel to the easing of long-standing sanctions against Pakistan by the US, Turkey has begun to increase defense industry relations with this country, starting with a plan to upgrade the US-made Lockheed Martin F-16 fighters in the inventory of the Pakistani Air Force.

Pakistani and US sources told Today’s Zaman that around 36 Pakistani Block 15 (oldest version) F-16 A/Bs will be upgraded by the Turkish Aerospace Industries (TAİ). The Pakistani F-16s will receive a mid-life upgrade that primarily involves replacement of avionics and structural modifications bringing them close to Block 40 standards. The US recently gave permission for these upgrades. Belgium’s SABCA and Netherlands’ Fokker were also bidders in the tender for the upgrade of the Pakistani F-16s. But the Turkish option gained prominence when Islamabad used its preference in favor of Turkey, Turkish defense industry sources said.

Under the deal, two or three Pakistani F-16s are expected to be upgraded at the TAI facilities, while the remaining F-16s will be upgraded in Pakistan, either at the Sargodhi F-16 base in Punjab or in Kamra, around 50 kilometers outside of Islabamad, at the Pac-Kamra aircraft factory.

Despite close political ties between the two countries, Turkish-Pakistani defense industry relations have not grown, due mainly to restrictions on US-made weapons in the Turkish military's inventory requiring Washington's permission for sales to and upgrades for third countries. Meanwhile, the US has completed a delivery of 14 second-hand F-16s to Pakistan under a foreign military sales deal signed in 2005.

Първите екс белгийски F-16AM/BM са заминали за Йордания. Общо йорданците купуват 20 самолета F-16 втора ръка (14 от Белгия и шест до Холандия).

Transfer of First F-16s to Jordan
(Source: Belgian Armed Forces; issued Sept. 11, 2008)

At the end of August 2007 the Belgian authorities finalised the sale of 14 F-16 (12 F-16AM and 2 F-16BM) fighters to Jordan for the total price of 70 million Euros. This sale is part of an agreement Jordan signed with Belgium and the Netherlands for the sale of 20 F-16 MLU fighters (6 of which are former Dutch Air Force aircraft and 14 ex-Belgian Air Force).

Изображение
A surplus Belgian air force F-16 taking off on its ferry flight to Jordan, which has bought 20 upgraded F-16s from Belgium and the Netherlands. (Photo © Eric Coeckelberghs)

After the necessary modifications Jordanian pilots are receiving their training in Belgium (OCU Squadron at Kleine Brogel air base) before returning with their mounts to their country.

The Royel Jordanian Air Force already operates 33 surplus USAF F-16A/B air defense fighters, part of which is to be upgraded to MLU standards, and 3 former Koninklijke Nederlandse Luchtmacht (Dutch air force) F-16BMs.

The Belgian aircraft involved are:

--F-16AM: serial numbers FA-58, -60, -61, -65, -66, -73, -74, -75, -76, -78, -88, and -90.
--F-16BM: serial numbers FB-04 (replaces FB-01 previously announced) and FB-08.

On Tuesday September 9th 2008 five of these aircraft had their Belgian nationality markings removed and replaced by the Royal Jordanian Air Force markings and serials.

Four of these aircraft are to fly to Jordan via Aviano airbase in Italy and are therefore equipped with three drop tanks giving the needed range to the aircraft. It was initially said that the aircraft were to be refuelled in the air by tankers but apparently in a last minute change this was abandoned.

The aircraft which are involved in the flight on 10 September are former FA-58 ("140"), FA-61 ("142"), FA-73 ("145"), FB-04("138") and FB-08 ("139"). FA-73 was the spare aircraft in case of technical problems with one of the other aircraft but it remained at Kleine Brogel as everything went very smoothly.

The flight was via Aviano (Italy) and Souda (Crete).

Lockheed Martin's F-16 Still Competitive in Fighter Market
(Source: Forecast International; issued Jan. 27, 2009)

NEWTOWN, Conn. --- The Lockheed Martin F-16 has been continually upgraded since production began decades ago, and the latest Block 50/52 and Block 60/E/F variants remain highly capable and affordable multirole fighters.

Lockheed Martin received an order from Morocco at the end of 2007, snatching the 24-aircraft order away from Dassault's Rafale in a last minute effort. Lockheed Martin is able to be aggressive on pricing the F-16, and as in prior years the purchase of F-16s is one way of increasing a nation’s ties with the American defense establishment.

Other recent customers include Turkey, which executed a Letter of Offer and Acceptance for 30 aircraft during 2007 (consisting of 14 single-seat C models and 16 two-seat Ds). The Turkish aircraft will be assembled and delivered by TUSAS beginning in 2011. The new aircraft will replace about half the TuAF's elderly F-4 fleet in the near term as the service waits for the new Lockheed Martin F-35 Lightning II to arrive on the scene.

Greece ordered 30-unit Block 52+ F-16s in December 2005, but the Greek government later announced that it would not be exercising a 10-aircraft option under the deal and would be looking elsewhere to fill an ongoing requirement for another 30 fighters.

The Pakistani Air Force has ordered 18 new fighters through the Pentagon's Foreign Military Sales program at the end of 2007. The order is part of a bigger deal to upgrade the PAF's existing fleet of A/B model F-16s. Pakistan took an option to purchase an additional 18 fighters under the deal. Pakistan may exercise these options, but funding the purchase will be difficult at the same time the PAF is purchasing large numbers of Chengdu FC-1s. Ongoing political turmoil in the country could also cause further deliveries of F-16s to be blocked by the U.S. government.

Israel noted back in mid-2005 that it was considering additional purchases F-16 fighters if the F-35 program were to suffer further delays. Israel has also made noises about cutting its requirement for F-35s than expected.

Taiwan has long been expected to order 66 F-16s as part of an effort to recapitalize a portion of its fighter fleet, but domestic political wrangling has held up the process, along with the Bush administration's seeming ambivalence to the deal. Washington is currently looking to China to cooperate on a number of security issues, including efforts to end the nuclear threat posed by North Korea. The Taiwanese Air Force's plan to order 66 new F-16s will likely never reach fruition.

The F-16 also is in the running for a potentially huge order by the Indian Air Force, which issued a long-awaited Request for Proposals in August 2007 to fill a requirement for 126-200 new multirole fighters. The Medium Multi-Role Combat Aircraft program is intended to replace many of the service's elderly MiG-21s. Competing against the F-16 are the Boeing F/A-18E/F Super Hornet, the Dassault Rafale, the MiG-35, and the Saab Gripen. Among the Western-built aircraft, the F-16 and Gripen are single-engined fighters that provide a “low-cost” alternative to the heavier, twin-engined Super Hornet and Rafale. The MiG-35 is a follow-on to the MiG-29, which is already in service with the IAF.

The RFP was not made available to the public, and it is not clear from the outside what factors the IAF considers most important in selecting a new fighter. In making its selection, India can be expected to be wary of offending long-time supplier Russia, but the nation is currently in a period of warming relations with the U.S. government, and U.S. recognition of India's right to develop its nuclear facilities may be rewarded by a large aircraft purchase.

Elsewhere, Lockheed Martin notes that “several customers” are showing high interest in the F-16E/F (formerly the Block 60 model developed for the United Arab Emirates), but many nations that would offer the best prospects for a new order are the same nations Lockheed Martin believes will be drawn to the F-35.

The F-35 was designed with the idea of supplanting the F-16 as the pre-eminent “affordable” multirole fighter in the western and Asian defense markets. Looking ahead, and Lockheed Martin may find itself in the same position as Dassault when the latter was offering customers both the Mirage 2000 and Rafale at the same time. Offering two aircraft that compete against each other may become an undesirable position for Lockheed Martin, or the F-16 may continue to be offered to customers that cannot afford the expected higher cost of the F-35.

Forecast International's projections call for production of the F-16 out to 2016, but additional orders could well extend production out several more years.

Eastern Europe has shown an affinity for cheap, single-engine fighters in recent years as countries in the region look to meet NATO responsibilities without breaking their limited defense budgets. Romania and Bulgaria is reported to be interested in acquiring 16 fighters, and the F-16 and Gripen are prime contenders for orders from these nations. Romania is looking for 48 fighters to replace 100 MiG-21s in its inventory. Funding is an obstacle, however. The near-term costs of the acquisition could be reduced by purchasing a mixture of new and refurbished aircraft or signing a lease deal.

The continuing interest in Lockheed Martin's F-16 is keeping GE and Pratt & Whitney busy building F110 and F100 engines for export orders, while both companies are developing engines for 5th generation fighters like the F-22 and F-35.

Overall, production during the 2009-2018 forecast period is projected to total 215 aircraft.
