EXCLUSIVE IAF SPARES CRISIS
Burning Rubber
Almost grounded. The IAf's frontline fighters faces a spare tyres crunch. ...
Saikat Datta

* Su-30 MKI has been hit by a severe tyre shortage. Supplies from Russian manufacturers inadequate.
* A clause in Sukhoi contract makes it mandatory for India to source spares, including tyres, only from Russian firms
* The indent process followed by the defence ministry is a long-winded one

Since October last year, the ace pilots of the IAF's frontline Sukhoi-30 MKI, the Russian-manufactured fighter aircraft with nuclear strike capability, have spent more time on the ground than in the air. What's keeping the high-flyers idle is an acute shortage of tyres for an aircraft that is all set to become the backbone of the IAF by 2014. So serious is the supply crunch that in January and February this year, the IAF inventory for the Su-30 was down to a mere 10 tyres. The tyres, of course, are specially made for the fighter aircraft and designed for high wear and tear. A senior IAF officer told Outlook ominously, "If we don't have adequate number of tyres, our aircraft will not be in a position to deliver in an emergency." Crucially, a clause in the Sukhoi procurement agreement makes it mandatory that spare parts, including tyres, for the aircraft, unless indigenously manufactured in India, must be purchased from a firm registered in Russia.

Some crisis buying now has ensured that the tyre inventory has come up to a hundred. But that's still far short of the minimum three years' reserves the IAF has to hold as per mandatory requirement. With such acute shortage, the IAF's 60 Sukhoi fighters (about four-and-a-half squadrons) have had to curtail their flying hours. Incidentally, every aircraft requires four tyres.

Indeed, a defence ministry delegation had landed in Russia last November (just before Prime Minister Manmohan Singh's visit) to try and resolve the crisis. Bimal Julka, joint secretary (air), tried in vain to sort out the issue with his Russian counterparts. Air headquarter sources say the Sukhoi tyre issue was part of the agenda when the PM visited, but both sides stuck to their positions and the negotiations meandered.

Sources say matters came to a head by January when Air HQ discovered its Su-30 inventory had depleted to very low levels. With alarm bells ringing in Vayu Bhavan, orders were placed for an additional batch to tide over the crisis. The shortfall had built up over time as the indenting process and delivery slowed down, victim to a game of attrition brewing between buyer and seller. Says a senior IAF officer: "We are on a hand-to-mouth existence. We must hold at least three years' supply of tyres, but we have just a year's supply. Aircraft serviceability is down to absurd levels."

In response to a questionnaire from Outlook, the IAF spokesman confirmed that "stocks of the Su-30 MKI nose wheel tyres were low during the month of December '07 and January '08". He also confirmed that one of the key issues discussed by the defence ministry delegation to Russia was the "supply of Su-30 MKI tyres". However, he added that "adequate" arrangements had been made and the shortage of tyres "did not affect the flying commitments of the operational squadrons". The spokesman admitted there could be a long "lead time" in importing spares and "stock holdings would therefore be fluctuating vis-a-vis desired levels".

Meanwhile, the IAF's other frontline aircraft, the Mirage 2000, is also in a similar kind of predicament. Differences in interpreting the defence procurement rules between the financial advisor (air headquarters) and the air officer maintenance (AOM), Air Marshal K.M. Sundara, has led to the shortage here. While the tyre problem of the Mirages is not as serious, it's an indication of the malaise that defence procurement procedure suffers from.

Part of the problem, says Commander V.G. Jayaprakasam, managing director of Rosboronservice (India), is in the functioning of the defence ministry. Rosboronservice (India) was created by a special decree of then Russian president Vladimir Putin to ensure that the problem of supply of spare parts for India's armed forces could be dealt with effectively. But two years since its setting up, little has changed. "It is all because of a shoddy approach from the Indian side," Jayaprakasam told Outlook. He points out that his company is yet to even get the mandatory proprietary article certificate (PAC) which is essential to supply equipment to the armed forces.

Says Jayaprakasam: "The Indian side must be in a position to clearly state what equipment it has and wants to keep in service and for how long. But they rarely do that and the original equipment manufacturer (OEM) is naturally not keen to invest till the orders for spare parts are confirmed. We are the legal entity and duly authorised to supply spares to the Indian armed forces. Our general director (equivalent to a director-general in India) has written to the defence minister in October '07 but we have not even got a response till date."

Sources say India is worried that entering into a supply contract for a wide range of equipment with the Russians would also give the latter an opportunity to monopolise the market and dictate prices. "We have to ensure that prices are not increased arbitrarily. Which is why we must have the freedom to approach manufacturers in other countries also," a senior IAF officer told Outlook. Russia, say sources, is also upset that India is now moving towards Western manufacturers and Israel for sourcing its military hardware.

Now talks are on to find a permanent solution that will enable Russia to set up a "warehouse" for spare parts in India. While doubts persist, the IAF feels if sensitive issues such as price escalation can be negotiated, then the proposed warehouse can take off. For an air force desperate for spare parts, this seems to be the only silver lining.

India plans 1 billion euro Mirage upgrade
9 May 2008, 0352 hrs IST,TNN

NEW DELHI: India is moving towards signing a big contract with France for the upgrade of the 51 Mirage-2000 fighter jets in the IAF combat fleet, which comes after a $964 million deal was inked with Russia to upgrade 63 MiG-29s.

The bone of contention between India and France for the Mirage-2000 upgrade, however, remains the huge cost of the deal, which is in the region of 1 billion Euro.

"We are awaiting the response of the French companies (Thales and Dassault Aviation) for our request for proposal. The formal price negotiations will then follow," said a defence ministry official.

"The deal should be signed within this year. The French government has assured us the upgradation charges will be the same as for the French air force," he added.

Thales, meanwhile, seems confident that the deal will be finalised by the middle of this year. "The first four Mirages would be upgraded in France, with the rest being upgraded in India by Hindustan Aeronautics Ltd under transfer of technology (ToT)," said senior vice-president Thales Aerospace, Francois Quentin.

"In the upgrade programme, the entire Mirage airframe will be stripped down to be re-wired and re-equipped with new avionics and weapon systems," he added, speaking after signing a joint venture agreement with Indian electronic display systems manufacturer Samtel.

India has initially bought 40 Mirage-2000s in the mid-1980s, which were followed by another 20 or so in later years. Since then, around 10 Mirages have been lost in crashes. But IAF remains quite gung-ho about them. At one stage, over three years ago, IAF even wanted the advanced Mirage-2000-V to bag its gigantic $10-billion contract for 126 multi-role combat aircraft.

Unlike the earlier deals to buy the Mirage-2000s, which involved no ToT, this time, the defence ministry will ensure that HAL is closely associated with the upgrade programme to enhance the operational life of the multi-role fighters by around 20 years.

The upgraded Mirage-2000 jets will get new avionics, including an advanced navigation system, new mission computers with increased capacity and processing speed, helmet-mounted displays, glass cockpits, internal electronic warfare suites and, of course, better armaments and weapon systems.

IAF is undertaking upgrade programmes of its MiGs, Jaguars and Mirage-2000s to enhance their combat potential, grappling as it is with just around 30-32 fighter squadrons, which is far less than its "sanctioned strength" of 39.5 squadrons.

Boeing Says India Jet Decision `No Sooner' Than 2010
By Chan Sue Ling

May 30 (Bloomberg) -- India's government will decide on its plan to buy 126 new fighter jets for its air force ``no sooner'' than 2010, Boeing Co.'s defense chief Jim Albaugh said today.

Boeing, Lockheed Martin Corp., Saab AB, MIG Corp., Dassault Aviation SA and European Aeronautic, Defence & Space Co., the parent of Airbus SAS, submitted bids to the government on April 28 for the contract. The order may be worth $11 billion, the biggest for combat planes in 15 years in India.

Asia, which contributes about $2 billion a year in defense sales for Chicago-based Boeing, will account for 50 percent of international sales at the defense unit in five to 10 years, the company said. India is spending more to buy military aircraft, helicopters and weapons as neighboring Pakistan buys aircraft from the U.S. and China develops its own fighter planes.

Navy plans to ditch Dhruv helicopters
New Delhi, June 12, 2008
First Published: 23:20 IST(12/6/2008)

The Indian Navy has virtually written off the naval variant of the advanced light helicopter (ALH), Dhruv, saying it has failed to meet basic operational requirements. The navy, which operates a fleet of six ALHs, has decided against placing further orders with the Hindustan Aeronautics Limited (HAL).

A senior navy official told HT, “The ALH has a long way to go before the programme matures sufficiently for it to undertake basic naval roles such as search and rescue (SAR) and communication duties.” He said the helicopter’s ASW (anti-submarine warfare) version developed by HAL still falls short of naval expectations.

Navy officials said that the ALH lacks the desired endurance for mission requirements. The navy is also not satisfied with the chopper’s rotor blade folding mechanism for storage on warships and its payload capacity. The navy has launched a global hunt for new ASW helicopters to replace its ageing fleet of Sea King helicopters.

However, HAL remains buoyant about domestic helicopter sale prospects with the defence ministry entrusting it with the task of developing light utility helicopters for the army and the air force. The ministry has allocated Rs 435 crore for this. The defence public sector undertaking is focusing aggressively on the helicopter business and plans to set up a new helicopter division in Bangalore.

Pilot ejects as MiG-29 goes down near Jamnagar
Press Trust of India
Monday, September 01, 2008

A MiG-29 fighter aircraft crashed near Jamnagar on Monday during a training sortie. Luckily, the pilot ejected safely.

"The MiG-29 aircraft was on a one-on-one training flight when the pilot lost control and it crashed. The pilot, Flight Lieutenant Dheer ejected out safely," IAF spokesperson Wing Commander Mahesh Upasani said in New Delhi.

This is the sixth IAF aircraft to crash this year.

"There is no information as yet about any casualty on the ground when the aircraft crashed about 50 km west of the Jamnagar air base. As far as I know, it is vacant plot of land where the aircraft crashed," Upasani said.

The MiG-29 belonged to the IAF's 28 Squadron and it had taken off from Jamnagar for the training exercise. The crash took place at 11.23 hours, he said.

Five crashes involved a MiG-27, two MiG-21s, a Hawk Advanced Jet Trainer and a Kiran trainer have taken place this year. A pilot was killed in one of the crashes.

In January this year, a MiG-27 crashed near Hashimara in north Bengal, followed by a MiG-21 crash near Bhuj in Gujarat in February.

In April, a Hawk trainer crashed at Bidar, Karnataka and in May a Kiran trainer crashed at Dindigul near Hyderabad, when a lady trainee pilot was killed.

In the fifth incident, also in May, a MiG-21 from Bagdogra air base crashed.

MoD nod for MiG-29K from Russia
Manu Pubby Posted: Sep 19, 2008 at 0021 hrs IST

New Delhi, September 18 The Gorshkov aircraft carrier may have been hit by delays and cost overruns, but India is going ahead with the procurement of additional MiG-29K ship borne fighters from Russia to boost the Navy’s aerial capabilities.

While 16 MiG-29K/KUB were ordered as part of a $1.5 billion deal for the aircraft carrier signed in 2004, the Defence Ministry has given a go-ahead for the procurement of 29 additional fighters over the next few years to raise additional Naval fighter squadrons.

Ministry sources said the Defence Acquisition Committee (DAC) has given an in principle clearance to go ahead with the purchase of the additional fighters from Russia as a follow on order of the 2004 deal.

While price negotiations for the fighters have not started, the contract is expected to be worth close to $ 2 billion. Sources said the Navy is planning to raise a total of three squadrons of MiG-29K ship borne fighters. A follow on order to take the total number of fighters to around 50 is expected in the future.

India inks largest-ever defence deal with US
5 Jan 2009, 0055 hrs IST, Rajat Pandit, TNN

NEW DELHI: The UPA government has quietly gone ahead and signed the biggest-ever defence deal with US: a $2.1 billion contract for eight Boeing
P-8I long-range maritime reconnaissance (LRMR) aircraft for Navy.

TOI had reported on December 27 that the huge deal was finally on the verge of being inked after protracted negotiations and clearance from the Cabinet Committee on Security.

The actual signing took place on January 1, with defence ministry's joint secretary and acquisitions manager (maritime systems) Preeti Sudan and Boeing integrated defence systems vice-president and country head Vivek Lall signing the contract, sources said.

But, strangely enough, the defence ministry is keeping the deal under wraps. Incidentally, the previous NDA regime had also signed a flurry of mega defence deals -- like the $1.5 billion one for Russian aircraft carrier Admiral Gorshkov and $1.1 billion one for three Israeli ‘Phalcon' AWACS (airborne warning and control systems) -- in the run-up to the April-May 2004 general elections.

Sources said the P-8I contract was "a direct commercial agreement with Boeing", with "some issues of end-use verification yet to be fully sorted out" with the US government.

As reported earlier, India and US are negotiating the End-Use Verification Agreement (EUVA) and the Communication Interoperability and Security Memorandum of Agreement (CISMOA), which are required under American laws to ensure compliance with sensitive technology control requirements.

The two pacts are required since India is now increasingly turning to US to buy military hardware and software. Though India does not have problems with safeguards, it does not want them to be "intrusive".

In terms of the contract size, the P-8I deal supplants the $962 million deal signed with US in 2007 for six C-130J `Super Hercules' aircraft for Indian special forces.

India will get the first P-8I towards end-2012 or early-2013, with the other seven following in a phased manner by 2015-2016. The contract also provides an option for India to order four to eight more such planes.

Armed with torpedoes, depth bombs and Harpoon anti-ship missiles, the P-8I will also be capable of anti-submarine warfare and anti-surface warfare. They will replace the eight ageing and fuel-guzzling Russian Tupolev-142M turboprops currently being operated by Navy.

The P-8I planes will help in plugging the existing voids in Navy's maritime snooping capabilities, having as they will an operating range of over 600 nautical miles, with `5.5 hours on station'.

Customised for India and based on the Boeing 737 commercial airliner, the P-8I will actually be a variant of the P-8A Poseidon multi-mission maritime aircraft currently being developed for US Navy, which has ordered 108 of them to replace its P-3C Orion fleet. India, of course, remains unhappy over the US decision to sell more P-3C Orions, armed with Harpoon missiles, to Pakistan.

At present, the Navy uses the TU-142Ms, IL-38SDs and Dorniers for surveillance operations in the Indian Ocean region. It is also now in the hunt for six advanced medium-range maritime reconnaissance planes, for around Rs 1,600 crore, to further boost its snooping capabilities.

For innermost layer surveillance, up to 200 nautical miles, Navy is going in for two more Israeli Heron UAVs (unmanned aerial vehicles), with three ground control stations and two ship control stations, for Rs 386 crore after successfully deploying eight Searcher-II and four Heron UAVs. There is also the Rs 1,163 crore joint Indo-Israeli project for developing rotary-wing UAVs for use from warships.

BANGALORE: The lithe grey Tejas prototype aircraft from the stables of the Bangalore-based Hindustan Aeronautics Limited took to the air on Thursday, and crossed the 1000 sortie mark, a significant achievement in an aircraft’s development programme.

According to Defence Research and Development Organisation (DRDO) officials, the 1000 sortie mark is indicative of the level of maturity the aircraft and the systems have achieved. Since its first flight which lasted just 18 minutes in January 2001, the Tejas programme has come a long way. It was conceived as an ambitious attempt to leapfrog nearly 40 years of neglect of Indian aeronautical design.

The first phase (Full Scale Engineering Development Phase I) was essentially aimed at demonstration of four key technologies like the quadruplex redundant digital fly by wire system, an all-glass cockpit, carbon composite primary structures and microprocessor based control of utility systems.

After having successfully completed Phase-I, the programme is currently in Phase-II. The objective of this phase is to deliver an operationally capable aircraft for induction into the Indian Air Force (IAF) and later into the Indian Navy.

A total of seven aircraft are currently part of the flight test programme. The Tejas is slated to enter operational service with the IAF by December 2010 in the Initial Operational Capability configuration.

Speaking to members of “Team Tejas” after the flight, Capt JA Maolankar who is the Chief Test Pilot of the National Flight Test Centre said: “For a project that has so ambitiously pushed the envelope of indigenous technology, the results have been world-class in many key areas. "

MiG-23BN fighters to bid adieu to IAF service

New Delhi, Mar 4 (PTI) The MiG-23BN ground attack aircraft, which never saw action during its 26 years with the Indian Air Force, will bid adieu to the service on Friday.
The MiG-23BN, currently operated only by the 221 Squadron of the IAF's 9 Wing, will be phased out at the Halwara airbase in Punjab after a flying display and touchdown, air force officials said today.

Bought from Russia in 1982 to counter Pakistan's air superiority F-16 fighters, the fighters never took part in any operation against the enemy.

But they were pressed into service during the 1999 Kargil war and carried out patrols during the 2001-02 stand-off with Pakistan as part of Operation Parakram.

With a dubious safety record and beset with engine troubles, the aircraft's phase out comes at a time when there were reports of burgeoning maintenance costs and problems relating to non-availability of spare parts.

Of the four squadrons the IAF had -- over 70 aircraft -- half of them were lost in air crashes and other mishaps.

"Maintaining the aircraft fleet is very expensive for the IAF, so we have to phase out the aircraft, which has served us well over two decades-and-a-half. The aircraft incur heavy financial costs for repairs and spares," an official said.

Its air superiority version, the MiG-23MF, used as an interceptor in air defence roles by the IAF, was phased out in 2007. PTI

Adios MiG-23s: MiG-23s Phased Out of IAF at AF Station Halwara

The MiG-23 BN of Indian Air Force retired today on 06 Mar 09, after 28 years of glorious service to the Nation. A befitting farewell in the form of a ‘phasing out ceremony’ was held at its last home, No. 221 Squadron at Air Force Station Halwara. The ceremony was presided over by the Chief of Air Staff, Air Chief Marshal Fali Homi Major. Wg Cdr YJ Joshi and Sqn Ldr TR Sahu of 221 Sqn flew the aircraft on its last flight.

The Air Force Station Halwara had become a home to No.221 Squadron ever since they converted to MiG-23 BN in February 1982. 27 years on, No.221 Squadron is lone Squadron with MiG-23 BN on its inventory. The squadron known as the ‘Valiants’ was formed on 1963 at Barrackpore under the command of Sqn Ldr N Chatrath with 22 officers. It was then part of the 55 Bengal Auxillary Air Force Squadron. Initially equipped with Vampire, Spitfire and Hurricane aircraft, it assumed the mantle of an operational unit when selected to support Indian Army’s blitzkrieg advance in East Bengal during Dec 1971.

The ‘Valiants’ entered the swing-wing era with the induction of MiG-23 BN in IAF on 24 Jan 1981 as a result of the IAF’s need for tactical air strike aircraft in the late 1970s. This single seater ground attack aircraft was the result of Mikoyan Design Bureau’s radical approach to incorporate variable geometry wings in the aircraft, a swing-wing concept to compromise on the conflicting requirement of high speed flight with good low speed handling.

An IAF test pilot team led by Wg Cdr Philip Rajkumar had test-flown and evaluated the MiG-23 BN at Lugovaya in April – May 1979, after which the Cabinet Committee for Political Affairs (CCPA) cleared an acquisition of 95 MiG-23 BNs.

Eight Pilots, nine engineering officers and 55 airmen of IAF left for Soviet Union on 01 Sep 1980 for conversion training on MiG-23 variable sweep fighters. The aircraft were then transported to HAL facility at Ozar near Nasik where they were assembled, test flown by Soviet pilots before being handed over to the IAF on 20 Jan 1980. The first IAF unit to be inducted with these Swing Wing fighters was No. 10 Squadron.

The aircraft got its first taste of operation on 04 April 1984 when the Squadron was alerted for the launch of ‘Operation Meghdoot’ for securing the Siachen Glacier in Northern Ladhakh. Intensive flying began in Kashmir valley, the Mig-23 BNs were employed to the limits, flying in the mountainous region by day and night. In 1985 MiG-23 BN got the unique distinction of being the first fighter aircraft ever to cross Banihal Pass in J&K region by night.

On 25 may 1999, ‘Operation Safed Sagar’ was launched. The Indian Air Force was to commence offensive air action at first light of the next morning. The MiG-23 BNs were launched into action targeting enemy positions at Tiger Hill with 57 mm rockets and 500 Kg bombs. The ensuing seven weeks from 26 May and 15 July saw the squadron fly 155 attack missions more than those during December 1971 operations and accounted for 28 percent of total load drop and 30 percent of all missions flown in that area.

During the Kargil conflict this aircraft had the distinction of being the single aircraft type to fire the maximum weapon load over the dizzy heights of Dras and Kargil. The MiG-23s have had flown more than 154000 hrs in the service of the nation. The 221 Squadron would now be equipped by the air dominance fighters the SU-30s.
