Australia – CH-47F Chinook Helicopters
(Source: Defense Security Cooperation Agency; dated April 23, web-posted April 24, 2009)

WASHINGTON --- On April 13 the Defense Security Cooperation Agency (DSCA) notified Congress of a possible Foreign Military Sale to the Government of Australia of seven CHINOOK Helicopters and other related equipment, services and support.

The estimated cost is $560 Million.

The Government of Australia has requested a possible sale of seven CH-47F CHINOOK Helicopters with 14 (2 per aircraft) T55-GA-714A Turbine engines, 7 M134D Dillon Aero Miniguns, 16 AN/ARC-201D Single Channel Ground and Airborne Radios (SINCGARS), 7 Force XXI Battle Command Brigade and Below Blue Force Trackers (FBCB2/BFT), 2 spare T-55-GA-714A Turbine engines, mission equipment, communication and navigation equipment, ground support equipment, spare and repair parts, special tools and test equipment, technical data and publications, personnel training and training equipment, contractor technical and logistics personnel services, and other related elements of logistics support. The estimated cost is $560 million.

Australia is one of our most important allies in the Western Pacific. The strategic location of this political and economic power contributes significantly to ensuring peace and economic stability in the region. Australia’s efforts in peacekeeping and humanitarian operations in Iraq and in Afghanistan have had a significant impact on regional political and economic stability and have served U.S. national security interests. This proposed sale is consistent with those objectives and facilitates burden sharing with our allies.

The proposed sale of the CH-47F CHINOOK helicopters and components to Australia will contribute to U.S. security objectives by providing a coalition partner with significantly improved airlift capability. This will improve the Royal Australian Army’s ability to participate in coalition operations, enhance the capacity of Australia’s Defense Forces to provide lift for ground forces and supplies in support of humanitarian assistance/disaster relief, and to contribute to stability operations in the Asia-Pacific region. Australia will have no difficulty absorbing these helicopters into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractors will be: Boeing Integrated Defense Systems in St. Louis, MO; Rockwell Collins in Cedar Rapids, IA; and ITT in Fort Wayne, IN. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require the assignment of two contractor representatives to Australia for approximately 3 years to support delivery of the CH-47F helicopters in-country. Also, approximately 6 U.S. Government personnel will participate in program management and/or technical reviews in-country for one to two-week intervals annually.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law. It does not mean that the sale has been concluded.

(Source: Boeing Co.; issued April 27, 2009)

SEATTLE --- Boeing P-8A Poseidon test aircraft T-1 successfully completed its first flight April 25, taking off from Renton Field at 10:43 a.m. and touching down at Boeing Field in Seattle at 2:14 p.m. The P-8A performed a series of flight checks, reached a maximum altitude of 25,000 feet, and landed after three hours, 31 minutes in the air.

"This is a significant accomplishment for the P-8A team, as it moves us one step closer to delivering the next maritime patrol and reconnaissance aircraft to the warfighter," said Capt. Mike Moran, P-8A program manager for the U.S. Navy. "Today's flight is a clear demonstration of the program's commitment to delivering this critical capability on time and the result of a tremendous effort by the joint Navy/Boeing team. I commend Boeing for putting its 'A-Team' in place on this program and enabling the Navy to leverage Boeing's experience, expertise and, more importantly, dedication to make this aircraft a reality."

Prior to takeoff, the P-8A team completed a limited series of flight checks, including engine starts and shutdowns. During the flight, test pilots performed airborne systems checks including engine accelerations and decelerations, autopilot flight modes, and auxiliary power unit shutdowns and starts.

"This is an exciting day for the P-8A program and a tribute to the hard work of the entire team," said Bob Feldmann, Boeing vice president and P-8 program manager. "We understand the needs of the U.S. Navy and maritime patrol community, and we are dedicated to meeting every one of our future milestones on or ahead of plan."

The integrated Navy/Boeing team will begin formal flight testing of the P-8A during the third quarter of this year. Before that, Boeing will paint the aircraft, install additional flight test instrumentation and conduct a series of ground tests.

The P-8A, a derivative of the Next-Generation 737-800, is built by a Boeing-led industry team that includes CFM International, Northrop Grumman, Raytheon, Spirit AeroSystems and GE Aviation. The team currently is assembling and testing the first five P-8As.

The Navy plans to purchase 108 P-8As to replace its fleet of P-3C aircraft. Initial operational capability is planned for 2013.

/AVIA.RU/

The French Defense Ministry Orders Five EC725 Helicopters from Eurocopter
(Source: Eurocopter; issued April 30, 2009)

The French Defense Ministry has ordered five additional EC725 helicopters from Eurocopter as part of the government’s economic recovery plan.

This new acquisition is part of the plan to revitalize the economy, which the French government introduced in December 2008. The five helicopters are scheduled for delivery between late 2010 and early 2012.

The contract was placed by the French DGA (Délégation Générale pour l’Armement) and comprises the delivery of five EC725s plus the related support services. It secures work for 100 Eurocopter personnel and 150 suppliers’ employees over a period of 3 years. The aircraft will be built at the Eurocopter plant in Marignane, in the Bouches-du-Rhône area of France.

“This order is confirmation that the French Armed Forces and Eurocopter made the right decisions when the program was launched,” explained Eurocopter CEO Lutz Bertling. “It is also further proof of the strong trust that a customer like the French Armed Forces has placed in us. The Army and Air Force are already operating these helicopters on a daily basis.”

The five helicopters will join the 14 EC725s that are currently in operation with the French Armed Forces. Since December 2006, the EC725 has been used to support France’s NATO operations in Afghanistan, performing emergency medical services, search & rescue missions and escort duties, and providing humanitarian aid.

The EC725 is the latest addition to the Cougar family. The EC725 is a twin-engine helicopter with a five-bladed main rotor in the medium-lift category (11 metric tons). The aircraft has an exceptional fuel capacity with a flight endurance of five-and-a-half hours and can also be refueled in flight. The multi-purpose EC725 has been designed to perform various missions, including combat search and rescue (CSAR), long distance transport, logistics support, and special operations.

Strategy Page.

ARMAEREO Awards ICH-47F Chinook Helicopter Contract
(Source: AgustaWestland; issued May 13, 2009)

AgustaWestland, a Finmeccanica company, is pleased to announce that it has been awarded a contract for sixteen ICH-47F Chinook helicopters plus four options for the Italian Army by the General Directorate of Air Armaments (ARMAEREO).

The contract value is approximately EUR 900 million and includes a five year logistic support service. The delivery of the first aircraft is planned for 2013 with final deliveries in 2017. The ICH-47Fs will be operated by the Italian Army Aviation 1st Regiment “Antares” based in Viterbo and will replace the 40 CH-47C Chinooks that have been in service since 1973.

Alessandro Parrini, Senior Vice President Italian Government Business Unit, AgustaWestland said “We are happy to have achieved this major milestone. This contract, which marks the latest step in the long-lasting relationship between AgustaWestland and the Italian Army, further strengthens the strategic partnership between the company and the service and it will provide a significant contribution to the modernization of the Italian Army helicopter fleet”.

AgustaWestland and the Boeing Company signed an industrial agreement for the joint manufacture of the ICH-47F (as this latest version of the Chinook for the Italian Army has been designated) in July 2008. Under the agreement AgustaWestland, the prime contractor for the Italian Army programme, is responsible for systems integration, final assembly and aircraft delivery to the customer.

The AgustaWestland-Boeing industrial agreement also includes a licensing arrangement that enables AgustaWestland to market, sell and produce the Boeing CH-47F Chinook to the United Kingdom, other European countries and several countries in the Mediterranean region.

The new, more powerful ICH-47F Chinook will offer the Italian Army enhanced operational effectiveness to perform multiple roles including transport missions, disaster relief and fire fighting due to its high payload, long range and high cruise speed. The ICH-47 Chinook features an advanced communication system providing high situational awareness and enabling the aircraft to meet the latest Italian Army and Allies digitalization programmes requirements.

The new helicopter will provide high operational interoperability in a network-centric environment while keeping through life costs low in the wide range of scenarios where the Italian service is called upon to perform its duties.

AgustaWestland is currently continuing to deliver NH90 TTH helicopters to the Italian Army having started deliveries in December 2007. The service has ordered 60 NH90 TTH helicopters which will replace older models currently operated in various utility roles. AgustaWestland is also undertaking a targeting system upgrade for the Italian Army AW129 EES helicopter fleet. (ends)

EU backs chopper project, to look at US cooperation
By David Brunnstrom

BRUSSELS, May 18 (Reuters) - EU defence ministers gave the go-ahead on Monday for a 3 billion euro plan for a new heavy transport helicopter and the project coordinator said it would invite the United States to participate and share costs.
The Franco-German initiative to develop the 32-35 tonne helicopter that is supposed to be fully operational by 2020 was confirmed as a project of the European Defence Agency (EDA) at a meeting of ministers from the 27 EU states in Brussels.
"On the basis of this we can now start discussions with the Americans," EDA director Alexander Weis told Reuters, adding that informal exploratory talks had already been held.
He said Germany and France estimated that full-scale development of the helicopter would cost about 3 billion euros. The two countries envisaged orders of 100 aircraft.
"This is a matter of simple mathematics that it doesn't make sense to have a European development only for 100 helicopters," Weis said.
"So it's a matter of whether we increase the number of helicopters ordered by European member states or we find a another cooperative partner...the Americans have as far as we know a similar operational requirement as France and Germany, so it looks like there is the potential for cooperation."
GLOBAL ROLE
France and Germany agreed last November to open up what was originally a bilateral project to other EU states. The EU said this would make it commercially more viable by doubling expected output from 60 to 120 machines.
The two countries are currently developing the NH90 multi-role helicopter, being built jointly by Franco-German firm EADS (62.5 percent), AgustaWestland (32 percent) and Stork Fokker (5.5 percent).
A chronic shortage of helicopters has held back EU efforts to become a global security player and hampered operations from Africa to Afghanistan.
In the medium term, the EDA is trying to make up for the shortage of helicopters suitable for overseas missions by upgrading some of the 300 Soviet-designed Mi-17 helicopters used mainly by former Warsaw Pact states' armed forces.
It is also looking at the upgrade of more than 200 Puma and Super Puma helicopters, and training programmes for helicopter crews, Weis said. (Editing by Ralph Boulton)

C-27J Spartan:

Alenia Aeronautica Completes the Deliveries of the C-27Js to the Italian Air Force with the 12th Aircraft Delivered
(Source: Alenia Aeronautica; issued May 27, 2009)

Today, at its Caselle South facility, Alenia Aeronautica completed deliveries to the Italian Air Force (AMI) with the delivery of the twelfth C-27J. The aircraft was delivered to the 46th Air Wing based in Pisa.

Today’s ceremony completes the deliveries of aircraft that began in January 2007.

The AMI C-27Js include an advanced and sophisticated configuration that, in addition to the basic configuration, includes an in-flight refuelling system, self-protection and a flight-data-projection system on two head-up-displays, one per each pilot, to be able to operate also in the most complex operational scenarios.

Alenia’s contract with the AMI includes Logistics Support at the Pisa base until the beginning of 2012 and the delivery of a Flight Simulator for the AMI Training Centre at Pisa in December 2009.

The C-27sJ replace the AMI fleet of G.222s, from which they have inherited capability and excellent operating performances displayed in operations both in Italy and overseas for the transport of troops and materials, civilian protection, airdrop of cargo and paratroopers, fire fighting, and search and rescue.

Combat proven, the C-27J has been deployed to Afghanistan by the Italian Air Force from September 2008-January 2009 in support of coalition military and humanitarian operations. The C-27J fleet of the AMI has accrued over 5,000 flight hours, a milestone celebrated at the military base of Pisa this past May 19th.

The “numbers” of the C-27J are excellent: The C-27J is able to take-off from and land on unprepared strips, shorter than 2,000 ft with a maximum take-off weight of 67,241 lbs; the aircraft can transport up to 68 troops or up to 46 fully equipped paratroopers plus two loadmasters and, in MEDEVAC/CASEVAC configuration, 36 stretchers plus six medical assistants.

The large cargo cross section (8.5 feet in height and 10.8 feet in width) together with the high floor strength (cargo capacity of over 3,320 lbs/ft), allow for the transport of heavy military equipment.

The C-27J it is the only aircraft of its class offering interoperability with heavier airlifters in service with other NATO air forces, also thanks to its large cabin cross section, allowing the transport of NATO-standard pallets.

The C-27J is a twin-engine turboprop tactical transport aircraft with state-of-the-art technology, avionics, propulsion and systems. It demonstrates superior performance over its competitors in all weather conditions, cost effectiveness, extreme operating flexibility.

The C-27J is equipped with powerful engines (two Rolls Royce AE2100-D2 rated at 4,650 SHP power) and an advanced avionics system designed for integral mission security and reliability with significant system redundancy. This permits the aircraft to operate in any weather condition and in any operational environment, the excellent design and performance of these systems results in a low workload for the pilots.

The C-27J is designed, developed and tested as a true military aircraft using military standards to produce a robust, safe and performing aircraft, and has obtained Military Qualification Certificate. At the same time the C-27J is airworthy to civil standards, as witnessed by its certification from the Civil Aviation Authority.

The C-27J has been ordered by the Italian, Greek, Bulgarian, Lithuanian, Romanian, Moroccan Air Forces, by the United States’ Army and Air Force for a total of 121 planes, and it has been selected by Slovakia’s Air Force.

Sikorsky Global Helicopters to Deliver First Two S-434 Military Helicopters
(Source: Sikorsky Aircraft Corp.; issued June 15, 2009)

Sikorsky Global Helicopters today announced preparations for delivery of the first two military S-434 helicopters to the Saudi Ministry of Interior (MOI).

These two aircraft signify the beginning of the Saudi MOI light helicopter fleet, which will total nine aircraft upon contract completion. In addition to the aircraft, Sikorsky Global Helicopters will provide a complete logistical support package including spare parts, special tools, factory training for pilots and mechanics and in-country technical support and pilot instructor. The procedural IFR-equipped aircraft will be configured for both training and patrol missions.

“With these deliveries, the S-434 helicopter will turn a page in its early history, since these are the first military versions of this aircraft,” said David Horton, General Manager of Sikorsky Global Helicopter’s Light Helicopter Division, located in Horseheads, N.Y. “We are proud to begin this partnership with the MOI and look forward to the further growth of this product line.”

The S-434 helicopter models are the next iteration of the S-333 helicopter model, incorporating many of the design and performance technologies developed on the Fire Scout VTUAV (Vertical Takeoff Unmanned Aerial Vehicle).

The model 333 operates throughout the world in many demanding missions including law enforcement patrol, commercial and military flight training, power line/pipeline patrol, personal use and lift operations.

Inherited advantages of the 333 helicopter design ensure that benefits such as a cockpit layout with excellent visibility from all crew positions, superior flight handling characteristics, and exceptional safety and crashworthiness features are retained.

These benefits, combined with the ease of maintenance and reliability that are designed into every component, make the new S-434 helicopter an exceptional value single-turbine helicopter.

BERLIN, June 21 (Reuters) - Germany will not see the first delivery of A400M military transport aircraft it ordered from European planemaker Airbus (EAD.PA) before 2014, the Financial Times Deutschland newspaper reported.

In an advance copy of an article from Monday's edition, the paper said a new delivery timetable shows Airbus has further delayed its plans to deliver planes to the German Luftwaffe.

Seven European NATO countries have ordered the plane, designed to carry troops and heavy equipment to rugged areas such as Afghanistan, but development problems have delayed production and it has yet to make its maiden flight.

Development was held up mainly by engine difficulties but manufacturers also blame a laundry list of customised national requirements such as defensive aids and navigational features.

Germany, for example wants its 60 prop-driven A400Ms to have the ability to hug the landscape to avoid attack.

Britain, which ordered 25 of the 180 planes earmarked for European NATO countries, had threatened to pull out of the project over delays but has since signalled commitment to stay on board.

However sources have told Reuters it has put forward financial conditions other partners are unlikely to accept.

Buyers agreed a three-month moratorium preventing either side from taking drastic action over the project but this expires at the end of June with no sign of a common approach.

France and Germany this month backed the project and called for a further freeze of six months to allow more negotiations. (Reporting by Brian Rohan; Editing by Rupert Winchester)
