Boeing 737-800.

Boeing Begins Final Assembly of 1st P-8A Poseidon

ST. LOUIS, April 03, 2008 -- Boeing on Monday began final assembly of the first P-8A Poseidon for the U.S. Navy. The P-8A will provide increased capability in long-range anti-submarine warfare, anti-surface warfare, intelligence, surveillance and reconnaissance.

The start of final assembly follows closely on the heels of Spirit AeroSystems' delivery of the first P-8A fuselage to Boeing in Renton, Wash. Mechanics loaded the fuselage into a tooling fixture and began installing systems, wires, tubing and other small parts. Boeing will join the P-8A's wings to its body later this year.

"The Navy expects us to meet each and every commitment, and achieving this milestone demonstrates that the P-8A team is up to the task, "said Bob Feldmann, Boeing vice president and P-8A program manager. "Our Boeing Commercial Airplanes and Spirit AeroSystems teammates deserve credit for their outstanding performance and teamwork in building the wings and fuselage for the first test aircraft."

Boeing Integrated Defense Systems and Boeing Commercial Airplanes are working together to build the P-8A, a military derivative of the 737-800, on a new, third final-assembly production line in Renton, Wash. The third line takes advantage of the proven efficiencies, manufacturing processes and performance of the highly reliable Next-Generation 737. Using established best practices and common commercial production system tools enables Boeing to reduce flow-time and cost while ensuring first-pass quality.

"We are honored to support the men and women who serve our country, and take great pride in building the Navy's newest production aircraft here in Renton," said Mo Yahyavi, Boeing vice president and P-8 program manager for Boeing Commercial Airplanes.

The P-8A is built by a Boeing-led industry team that includes CFM International, Northrop Grumman, Raytheon, Spirit AeroSystems and GE Aviation. Under the current System Development and Demonstration contract, the team will build five test vehicles: three flight-test and two ground-test aircraft. Delivery of the first test aircraft to the Navy and first flight are scheduled for 2009.

The Navy plans to purchase 108 P-8As to replace its fleet of P-3C aircraft. Initial operational capability is slated for 2013.

Officials: Fighter gap could reach 800 planes
By Erik Holmes - Staff writer
Posted : Wednesday Apr 9, 2008 18:31:11 EDT

The Air Force will begin facing a shortage of fighter aircraft by 2017, and the shortage will balloon to 800 aircraft by 2024, senior Air Force officials said Wednesday.

That fighter gap could force the Air Force to keep aging F-15s and F-16s flying beyond their anticipated retirement dates by sinking billions into additional service-life extension programs.

The projected gap is the result of the F-22 program being capped far short of the 381 aircraft the Air Force says it needs and Joint Strike Fighters, or F-35s, being purchased at a rate of 48 per year for more than three decades, said Lt. Gen. Donald J. Hoffman, military deputy to the office of the assistant secretary of the Air Force for acquisition.

“The size of the F-22 force is certainly a contributor, but the real contributor to [the gap] is ... the Joint Strike Fighter production rate,” Hoffman said. “We still stand by 1,763 as our final number, it’s just when do we get there and how do the legacy aircraft age until that last one is delivered? JSF replaces all our F-16s and all our A-10s, but they may not live long enough until the last JSF comes along.”

Air Force leaders have pushed for more F-22s and larger annual purchases of the JSF, but they appear to have made little headway on either front. Congress and the Pentagon have committed to buy only 187 F-22s so far, and JSF procurement maxes out at 48 aircraft per year beginning in 2013.

The Air Force is looking into how the fighter gap could be filled with legacy aircraft such as F-15s and F-16s, said Lt. Gen. Daniel J. Darnell, deputy chief of staff for air, space and information operations, plans and requirements.

“We’re ... already starting to review what that mix of legacy aircraft might have to be,” Darnell told lawmakers on the Senate Armed Services airland subcommittee.

He said the Air Force is conducting an F-15 fleet viability study, due in early summer, and will consider a proposal to further extend the life of the jets, the entire fleet of which was grounded late last year after an F-15C broke apart in flight due to massive structural failure. Currently, 177 F-15s are programmed to stay in service until 2024, but that number could go up.

The Air Force is also considering further life extensions to F-16s as well, Hoffman said.

French helicopters fire at Somali pirates -witnesses
Fri 11 Apr 2008, 16:02 GMT

BOSASSO, Somalia, April 11 (Reuters) - French military helicopters on Friday fired rockets at pirates who had released hostages they had been holding on a captured luxury yacht off the coast of Somalia, witnesses said.

French officials confirmed that troops had fired on a vehicle with pirates on board, but they said they had not shot at people, had not fired any missiles and had not killed anyone.

Local witnesses said an unknown number of people were killed by the rocket fire, which also destroyed three vehicles.

"I could see clouds of smoke as six helicopters were bombing the pirates. The pirates were also firing anti-aircraft machine guns in reaction. I cannot tell the exact casualties," witness Mohamed Ibrahim told Reuters by radio telephone.

The district commissioner of Garaad, where the attack took place, said the helicopters landed and troops jumped out to grab members of a group of 14 pirates who had just come ashore where three pickup trucks with heavy weapons were waiting.

"Local residents came out to the see the helicopters on the ground. The helicopters took off and fired rockets on the vehicles and the residents there, killing five local people," Commissioner Abdiaziz Olu-Yusuf Mohamed told Reuters by phone.

In Paris, French officials said that the operation was conducted with minimal use of force for fear of causing collateral damage.

They said a Gazelle helicopter with a sniper on board and a Panther helicopter with three commandos on board were involved in the incident. In addition two more missile-armed Gazelle helicopters stood by in support but did not intervene.

They said the only shot fired was by the sniper to disable the engine of a vehicle containing the pirates.

"No shots were fired directly at the pirates," Jean-Louis Georgelin, chief of the armed forces general staff, told a news conference.

"The shot from the first Gazelle was enough to stop the vehicle and get out the pirates, who gave themselves up without too much difficulty," he said. Putin to bring arms contracts worth $3 bln to Libya - paper
12:30 | 15/ 04/ 2008

MOSCOW, April 15 (RIA Novosti) - Russia has prepared arms contracts worth $3 billion for outgoing president Vladimir Putin's visit to Libya this week, a business daily said on Tuesday citing defense and aircraft industry officials.

The Kremlin said on Monday Putin would visit the oil and gas-rich north African state on April 16-17 at the invitation of Libyan leader Muammar Qaddafi, giving no details of the agenda.

Vedomosti said citing a Defense Ministry official that Russia wants to sell 12 of the latest Su-35 Flanker multi-role fighter and Tor-M2E short-range missile systems, and to offer spare parts and maintenance services for Soviet-era military hardware.

An aircraft industry source quoted by the daily confirmed the deal has almost been prepared, but added the majority of contracts could only be initialed in Libya as the two countries have failed to reach an agreement on the African state's Soviet-era debt, which Russia earlier put at about $3.5 billion.

Tripoli said in the 1990s that Russia also had an outstanding debt to Libya.

But a Russian government official told Vedomosti the debt dispute could be resolved and the arms contracts signed during Putin's visit as Finance Minister Alexei Kudrin and Rosoboronexport chief Anatoly Isaikin will both accompany the outgoing leader.

Russia's state arms exporter, Rosoboronexport, denied comment on the planned arms deals, the paper said adding Libya's embassy in Moscow had also made no comment.

In the arms market, Russia has encountered tough competition with Western nations since the UN lifted sanctions against Libya in 2003, after Qaddafi announced he would halt the country's nuclear weapons program and later accepted responsibility for the 1998 terrorist bombing over Lockerbie in Scotland, agreeing to pay compensation to the victims' families.

France is anxious to sell Tripoli 18 Rafale fighter aircraft worth 2.5 billion euros (about $4 billion).

The visit to Libya could be Putin's last foreign trip as president after he steps down in May to give way to his protege, Dmitry Medvedev. Putin will stay on as premier.

Seoul Picks F-15K for New Jet Deal

The South Korean government today approved the purchase of 21 additional Boeing F-15K Strike Eagles and of air-launched stand-off missiles like the JASSM. (Boeing photo)

South Korea selected Boeing Co.'s F-15K fighter jet for a 2.3 trillion won ($2.3 billion) project to purchase 20 new advanced jet fighters, the military procurement agency announced [April 25].

The selection was approved during the 27th defense project promotion committee presided over by Defense Minister Lee Sang-hee, the Defense Acquisition Program Administration said.

The South Korean Air Force has sought to purchase 20 multi-role fighter jets between 2010 and 2012 to reinforce airstrike capabilities. The multibillion-dollar fighter deal, dubbed the 2nd F-X, follows South Korea's first phase of F-X in 2002, in which the Air Force will introduce 40 F-15Ks by this year.

Under the deal, the South Korean military will acquire 21 aircraft, one more than the original target number of 20 for the procurement, DAPA said. Boeing agreed to provide one additional F-15K for free.

"As a result of negotiations with Boeing, we will introduce 21 units within the originally earmarked budget of 2.3 trillion won," DAPA said. Boeing was the sole bidder for the 2nd F-X project.

DAPA said U.S. aircraft engine maker Pratt & Whitney will provide engines for the new F-15Ks. It plans to procure 44 units of the F100 model.

The F-15K is an advanced derivative of the F-15E, capable of long-range precision strike missions without escort. It has a 23,000-pound payload and can fly at a maximum speed of Mach 2.3, with a combat radius of 1,800 kilometers. A single aircraft costs $100 million.

The new fleet of F-15Ks will become crucial national defense assets as the military prepares to assume wartime operational control of its armed forces by April 17, 2012, DAPA said. It will beef up precision strike capabilities of the Air Force, replacing its aging fleet of F-4s and F-5s, the agency said.

DAPA said it also decided to purchase high-tech air-to-surface guided missiles that will be used by F-15Ks, from overseas weapon makers. The Air Force seeks to procure AGM-158 JASSM-class missiles between 2010 and 2011. JASSM is an acronym meaning Joint Air-to-Surface Standoff Missile, a cruise missile developed in the United States, whose operational range is over 370 kilometers. Its accuracy is known have error probability of only 2.4 meters.

JASSM is also seen as a crucial asset to cope with North Korea's nuclear threat.

The Air Force said it plans to begin the third phase of F-X program in 2011 to purchase fifth-generation fighter jets equivalent to the F-22 and the F-35. Under the plan, 60 units featuring radar-evading stealth functions will be introduced between 2014 and 2019, it said.

Most Israeli F-16 jets cleared after cancer scare
Mon Apr 28, 2008 6:53am EDT

JERUSALEM, April 28 (Reuters) - Most of Israel's F-16I warplanes returned to active service on Monday after they were screened for a suspected cancer-causing substance in the cockpit, the air force said.

Formaldehyde residues were found to be "higher than the international standard" in seven of the U.S.-made aircraft and they would remain grounded, an air force statement said.

Israel has about 100 of the long-range, two-seater F-16Is, which are designed to form the Jewish state's strategic vanguard in any future war against regional foes such as Iran or Syria.

Discovery of the formaldehyde residues prompted the air force to suspend training flights in the F-16Is last month and order their crews to undergo medical examinations.

The planes' U.S. manufacturer, Lockheed Martin, helped Israeli investigators in the investigation, the air force said. (Writing by Dan Williams; Editing by Andrew Dobbie)

(Robert Rochowicz).

Super Hornet.

Boeing withdraws Super Hornet from Swiss contract race
By Stephen Trimble
Boeing has announced its decision to drop out of the competition to replace part of the Swiss air force's fleet of Northrop F-5 Tiger fighters.
The manufacturer had prepared to bid with the F/A-18E/F Block II Super Hornet, but withdrew after reviewing the contents of an initial request for proposal.
“After a thorough review of Switzerland’s requirements for partial replacement of its Tiger fighter aircraft, Boeing has decided not to enter the competition due to the disparity between the requirements for an F-5 replacement aircraft and the next-generation capabilities of the F/A-18E/F Block II Super Hornet,” the company says in a statement.
Boeing’s action trims Switzerland’s known options for the F-5 replacement contract to three likely bidders: the Dassault Rafale, Eurofighter Typhoon and Saab's Gripen.
Although abstaining from this competition, Boeing notes that it remains committed to supporting and modernising the Swiss air force’s current fleet of 33 F-18C/D fighters, and for other Hornet operators including Finland.

Lockheed, Boeing warplanes get boost in Congress
Wed May 7, 2008 3:57pm EDT
By Jim Wolf

WASHINGTON (Reuters) - Big-ticket warplane programs run by Lockheed Martin Corp and Boeing Co received a boost Wednesday as the 2009 military budget wended its way through the U.S. Congress.

A House of Representatives Armed Services subcommittee recommended $3.9 billion to buy 15 Boeing C-17 cargo planes, although the Bush administration had not sought any and the Senate Armed Services Committee did not fund any.

Likewise, the House Air and Land Forces subcommittee recommended an additional $523 million as a down payment on 20 more Lockheed F-22 fighters in fiscal 2010.

The Bush administration had deferred decisions on both the C-17 and F-22 production lines, leaving the programs up in the air until the president to be elected in November may decide their fate.

The House panel's action must be confirmed by the full Armed Services Committee next week before it goes to a House vote. Then the House version must be reconciled with a companion measure in the Senate before it can be signed into law by the president.

Rep. Neil Abercrombie, the Hawaii Democrat who chairs the subcommittee, said the panel's unanimously adopted recommendations were aimed at boosting congressional oversight of costly weapons programs.

"VISIBILITY"

"This means adding significant levels of visibility and accountability to multiyear, multibillion development and procurement programs that seem to take on lives and momentum all their own," he said in a statement.

On the radar-evading F-22 fighter, the Senate Armed Services Committee voted last week to provide $497 million that could be used either to buy more aircraft or for shutting down the line.

"That either/or decision will be made by the next president," Senate Armed Services Chairman Carl Levin, a Michigan Democrat, said May 1.

The House Air-Land panel recommended continued funding of $526 million for an alternate engine being developed for Lockheed's F-35 Joint Strike Fighter aircraft.

The alternate engine is being developed together by General Electric Co and Rolls-Royce Group Plc over Bush administration objections that it is unnecessary.

The second power plant would vie in a projected $100 billion market against an engine built by the Pratt & Whitney unit of United Technologies Corp.

The Senate Armed Services Committee, for its part, recommended adding $465 million to support the alternate engine.

The Bush administration, for the third-straight year, sought to cancel the project in the $515.4 billion fiscal 2009 Defense Department budget request sent to Congress in February. The Pentagon argues that the alternate propulsion system is an unwarranted extravagance that serves no real need.

Congress has rejected this view for the past two years, largely on the ground that competition would yield benefits to the military and more than offset engine development costs.

New Training/Light Utility Helicopters for Defence
(Source: New Zealand Ministry of Defence; issued May 8, 2008)

Defence Minister Phil Goff today signed a contract for the purchase of new training/light utility helicopters for the Royal New Zealand Air Force.

“The contract involves the purchase of five Agusta-Westland A109LUH helicopters, a flight simulator and an extensive package including spares, onboard equipment, tools and other equipment, with a total cost of NZ$139 million,” Phil Goff said.

“In considering tenders, we chose a higher cost aircraft because of its capability of operating at sea and training Seasprite helicopter pilots.

“The purchase complements the Governments earlier decision to purchase eight NH-90 medium utility helicopters at a cost of NZ$771 million.

“The combined purchase of the two new helicopter fleets is a huge step forward in modernising the New Zealand Defence Force” Phil Goff said.

“While a big investment, we will have state of the art equipment which will serve New Zealand well for the next 30 years.

“Helicopters play a key role across all three services of the Defence Force. They are amongst the most useful and heavily utilised forms of equipment -having utility for deployment, counter terrorism, command and control, search and rescue and disaster relief.

“The Agusta-Westland A109 is more than just a generational change in technology from the old Sioux training helicopter it replaces

“The two-seater Sioux is Vietnam War era with the sole role of basic pilot training.

“While the Agusta-Westland A109 carries a smaller load than an Iroquois, it fulfils all of the larger helicopter’s roles and is much faster.” Phil Goff said.

“It is twin-engined, has an integrated digital cockpit, and is equipped with ballistic protection and secure communications. It has an advanced autopilot and is configured for night flying. It is also wheeled, allowing for training and use from naval vessels.

“It will provide training for crew on the NH-90s and for the crew of the Seasprite naval helicopters.

“Agusta-Westland is a major and proven helicopter manufacturer, and the A109 is already used in many other defence forces including Sweden, South Africa, Malaysia, the UK, Australia, and US.

“The A109s will form part of No 3 Squadron at Ohakea and will enter into service in 2011.” Phil Goff said. (ends)

Strategic Airlift Capability - C-17 Globemaster III Aircraft
(Source: US Defense Security Cooperation Agency; issued May 9, 2008)

WASHINGTON --- The Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to the Strategic Airlift Capability of C-17 Globemaster III aircraft as well as associated equipment and services.

The total value, if all options are exercised, could be as high as $700 million.

An international consortium made up of allies in the North Atlantic Treaty Organization (NATO) together with Sweden and Finland, the Strategic Airlift Capability (SAC) requests a possible sale of two Boeing C-17 Globemaster III aircraft, four Turbofan F117-PW-100 engines installed on each aircraft (8 total engines), AN/ALE-47 Counter-Measures Dispensing System (CMDS), AN/AAR-47 Missile Warning System, Government Furnished Equipment, spare and repairs parts, pyrotechnics, flares, other explosives, Global Positioning System security devices, crew armor, mission planning system software, COMSEC equipment and support, supply support, training equipment and support, publications and technical data, U.S. Government and contractor technical assistance and other related elements of logistics support. The estimated cost is $700 million.

The new NATO Airlift Management Organization (NAMO) will purchase, own, and manage the aircraft. A multinational military unit to be named the Heavy Airlift Wing (HAW) will conduct airlift operations

This proposed sale will contribute to the foreign policy and national security objectives of the United States by improving the military capabilities of NATO and further weapon system standardization and interoperability with U.S. forces. NATO is transitioning to an expanded global role, increasing the share of its burden in the Global War on Terrorism, specifically for out-of-area operations. NATO allies have agreed to increase the capability, usability, and deployability of their forces, transforming them from their Cold War territorial defense roles. This expanded role includes peacekeeping and stability operations, as well as disaster relief around the globe.

The C-17 will partially serve NATO’s agreed military requirement for eight C-17 equivalents to rapidly deploy a force around the globe, including the NATO Response Force (NRF). Furthermore, member nations will be able to execute strategic airlift missions in support of national objectives, or to fulfill national contributions to multi-nation missions. This capability provides consortium member nations with an organic capability that complements global reach efforts supported by the U.S. Air Force.

NATO does not currently have a heavy airlift capability and must rely on outside sources for its military airlift needs. This assistance normally takes the form of either U.S. Air Force airlift or contract carriers that use Russian heavy airlift aircraft. The procurement of C-17s will increase interoperability with the U.S. Air Force airlift system and will enhance relationships with SAC members.

NATO has the ability to absorb and employ the C-17. It has agreed to pursue basing the C-17s at Papa Air Base, in Hungary, further adding to the synergies of operating side-by-side with NATO allies. Papa AB has already undergone significant NATO-funded infrastructure upgrades required to support operation of C-17s and other large aircraft, and this capability will qualify Papa AB for further NATO Security Investment program funding.

The proposed sale of this equipment and support will not affect the basic military balance in the region.

This proposed sale will involve the following contractors:
--Boeing Company Long Beach, California
--United Technologies Cooperation,
--Pratt & Whitney Military Engines East Hartford, Connecticut

Additional subcontractors may be needed depending on the exact nature of the contracting arrangements established. At this time, there are no known offset agreements proposed in connection with this potential sale.

This proposed sale will require Boeing to establish a facility at Papa AB to provide C-17 logistics support under the current Globemaster Support Partnership. The proposed plan will require approximately 7 of the personnel to be US citizens and 7 personnel to be local hires. Approximately 50 United States Air Force personnel will be stationed with the SAC HAW at Papa AB, Hungary. Implementation of this proposed sale will require the participation of up to 10 each U.S. Government and contractor representatives for annual program management and technical reviews in Europe or the US for a period of approximately two weeks per review.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law; it does not mean that the sale has been concluded.
